Washington–Midland Redevelopment Opportunity Plan
The City of Grants Pass and its Urban Renewal Agency are launching the Washington-Midland Redevelopment Opportunity Plan, a community-driven effort to shape the future of approximately eight acres of City-owned land in North Grants Pass, located along Highway 99 (6th Street) near Midland Avenue and Washington Boulevard.
Supported by a planning and engagement consultant team, the project will explore how the site can become a vibrant, mixed-use activity center with new housing, jobs, services, and public spaces. Over the next several months, the City will engage residents, businesses, and nearby property owners to help define a shared vision, evaluate market feasibility, and identify infrastructure and implementation strategies.
This project is led by the City of Grants Pass and its Urban Renewal Agency, with planning, design, and community engagement support from First Forty Feet, a Portland-based urban design and community planning firm, alongside market and infrastructure specialists. The final Opportunity Plan, expected in fall 2026, will guide future development and help attract private investment through a public-private partnership.
Project Plan
The Opportunity Plan will create a shared long-term vision for transforming this underutilized site into a vibrant, mixed-use activity center—one that can support new housing, jobs, services, and public spaces while responding to local market conditions and community priorities.
The plan will:

Establish a clear redevelopment vision shaped by community input

Evaluate market demand and feasibility to ensure ideas are realistic and buildable

Identify infrastructure needs and implementation strategies

Position the site to attract experienced private developers and investors through a future public-private partnership
Once completed, the Opportunity Plan will be adopted by the City and used to guide land use decisions, infrastructure investments, and developer recruitment efforts.
Project Location
The study area includes more than eight acres of contiguous properties owned by the Urban Renewal Agency, with frontage on Highway 99 (North 6th Street), Midland Avenue, and Washington Boulevard. The site is fully served by utilities, has existing commercial and high-density residential zoning, and is located less than a half mile from Interstate 5 and downtown Grants Pass—making it a highly visible and strategic redevelopment opportunity.
Community Engagement
Community input is a central part of this project. The City and consultant team will engage residents, nearby property owners, businesses, and other stakeholders through interviews, surveys, workshops, and public meetings. Engagement will focus on:

Refining a preferred concept and implementation approach
Feedback received throughout the process will directly inform the vision, development concepts, and final Opportunity Plan.
Project Timeline & Key Milestones
The Opportunity Plan is anticipated to take place over approximately nine months, beginning in early 2026.

Winter 2026 – Project kickoff, coordination with City leadership, and data collection

Spring–Summer 2026 – Community engagement activities, site analysis, and market assessment

Summer 2026 – Development of and feedback on redevelopment concepts

Late Summer–Early Fall 2026 – Financial feasibility testing and implementation strategy

Fall 2026 – Final Opportunity Plan presentation and adoption by City Council
The final plan is expected to be completed and adopted by October 2026.
