RESPONSIBILITIES:
A. Strategic Leadership and Planning
1. Lead development and implementation of long-range strategic plans, annual objectives, and regional workforce priorities.
2. Ensure alignment of RWP initiatives with federal and state workforce policy, local economic needs, and employer demand.
3. Stay informed on emerging workforce trends, best practices, and regulatory changes, and adjust organizational strategy accordingly.
4. Serve as a strategic advisor to the Board of Directors and Consortium; prepare materials, reports, and recommendations.
B. Organizational, Program, and Fiscal Leadership and Oversight
1. Provide overall leadership and oversight of RWP’s day-to-day operations, internal fiscal and administrative controls and systems, and organizational performance, ensuring that staff and management have clear direction, tools, and support.
2. Lead and supervise the RWP leadership team, setting priorities and expectations for effective planning, service delivery, monitoring, evaluation, and compliance across all programs and functions.
3. Foster a collaborative, high-performance organizational culture that emphasizes accountability, integrity, transparency, continuous improvement, innovation, and alignment with RWP’s mission and strategic priorities.
C. Board Engagement and Governance
1. Serve as the primary liaison to the Board of Directors, Consortium, and standing committees.
2. Provide staff support to public boards/committees, including agenda development, materials preparation, recommendations, and follow-through.
3. Ensure effective governance processes and regulatory compliance related to public meetings, records, policies, and oversight responsibilities.
D. Partnership Development and Community Relations
1. Represent RWP in community, regional, statewide, and national forums related to workforce development.
2. Build and sustain strong partnerships with business, education, local government, labor, and community-based organizations.
3. Work with partners to coordinate service delivery across agencies to improve customer experience, reduce duplication, and maximize impact.
4. Promote RWP’s mission, programs, and achievements through strong external communication and relationship-building.
EXPERIENCE AND TRAINING:
• Graduation from an accredited four-year college or university with major coursework in public administration, business, economics, planning, workforce development, social sciences, or a related field.
• Ten or more years of progressively responsible leadership experience, including management of programs, personnel, and budgets—preferably in workforce development, economic development, education, or a related field.
• Experience managing publicly funded programs, complex budgets, and multi-agency partnerships.
• Any equivalent combination of experience and training/education which provides the knowledge, skills, and abilities to perform the essential functions of the position.
KNOWLEDGE AND PROFICIENCY:
• Extensive knowledge of workforce development systems, including WIOA and related federal/state/local programs.
• Strong understanding of principles and practices of public administration, strategic planning, budgeting, and organizational leadership.
• Knowledge of employment, training, education, and community resource systems.
• Experience with grant management, procurement, contract administration, and program monitoring.
• Ability to interpret and apply regulations, guidelines, policies, and performance objectives.
• Exceptional written and oral communication skills, including presenting to diverse audiences.
• Ability to build and sustain relationships with business, government, education, and community leaders.
• Strong analytical, critical thinking, problem-solving, and systems-thinking skills. • Experience motivating, developing, and supervising staff.
• Proficiency with Microsoft Office and online meeting platforms; ability to troubleshoot basic technical issues.
• Ability to work effectively under pressure, exercise independent judgment, and adapt to fast-changing environments.
PHYSICAL DEMANDS OF THE JOB:
Will be expected to often work at a desk or in meetings for long periods. They should be comfortable sitting at a computer, attending meetings, and standing when necessary. Must have the ability to use computers and other technology devices for various tasks. May need to travel occasionally for meetings with stakeholders, site visits, or conferences. They should be willing and able to travel as needed.
LOCATION AND WORK ENVIRONMENT:
The Rogue Workforce Partnership serves Jackson and Josephine counties and travel throughout the region is required. Work is generally performed in an office or home office environment. Some national travel is required. Responsibilities may require work outside of traditional work hours.
DRIVING:
This position requires the ability to travel, both within and outside of the service area. Must have a valid Oregon driver's license and an acceptable driving record.
COMPENSATION:
Commensurate with experience, skills, and performance.
